Dr Kai Benjamin Paul is a regulatory scientist, head of Nams & Nanomaterials, and Principal Regulatory Consultant specialising in European chemicals regulation and risk assessment.
Kai holds a PhD in the ecotoxicology of nanomaterials. With over 20 years of experience across scientific research and regulatory consultancy, he supports companies in navigating complex regulatory landscapes and developing practical compliance strategies that enable innovation and market access. Kai holds a PhD in the ecotoxicology of nanomaterials and is internationally recognised for his expertise in nanomaterials regulation.
Kai has led regulatory strategies for a wide range of substances including advanced materials, nanoforms and difficult-to-test substances. He oversees regulatory compliance, strategy development & programmes, client portfolios, while also contributing to business development, forecasting, and growth. He is particularly known for translating emerging science into practical regulatory pathways, including the development of integrated testing strategies that meet regulatory expectations while reducing unnecessary testing using new approach methodologies (NAMs) such as in vitro models, in vitro to in vivo extrapolations, grouping and read-across approaches and QSAR approaches. Kai is also known for his innovation chemical screening at the pre-registration stage using NAMs, to aid in the design of regulatory strategy, while predicting regulatory costs and hurdles for substances. The strategies are also to aid in finding safer replacements via safe and sustainable by design (SSbD) approaches.
Kai works closely with regulators and scientific communities across Europe and internationally, maintaining active engagement with organisations such as the European Chemicals Agency (ECHA) and UK regulatory authorities. Through this engagement, he helps clients anticipate regulatory change and position dossiers for long-term compliance and market success.
Kai is a senior leader at Blue Frog Scientific, where he heads a multidisciplinary team that provide strategic regulatory advice to global clients in the chemicals, nanomaterials and NAMs. His leadership has supported the successful delivery of major industry and regulator contracts.
Alongside consultancy, Kai plays a leadership role within the global scientific community. He is a regular invited speaker at international conferences and regulatory workshops. Kai is a Chartered Biologist (CBiol) and Member of the Royal Society of Biology (MRSB). He has served as Chair of the Global Nanotechnology Interest Group within the Society of Environmental Toxicology and Chemistry (SETAC), currently sits on the SETAC UK Council, and is Vice-Chair of the Regulatory Committee of the Nanotechnology Industries Association. Kai guest lectures at Heriot-Watt University and has also been an expert advisor and stakeholder on major European Funded projects.
